The secretariat of the body was earlier functioning under the aegis of the Institution of Engineers (India). However, in view of the strategic importance of the energy sector and the significant changes that have taken place in the energy sector, the Indian member Committee was reconstituted in may 1999 by Ministry of Power with an objective of making it a body truly and functionally representative of the energy sector in India. The reconstituted body now WEC India, has Hon'ble Union Minster of Power as the Patron, Secretary (Ministry of Power) as the Chairman, and CMD, NTPC as Secretary General. The body is registered as a non-profit organization under Societies Registration Act 1860.

WEC India is currently undergoing a transformation to assume newer and greater roles relevant to the Indian energy sector in line with its recast vision "to be the foremost energy think tank in the country and the voice of the sector". Policy advocacy based on research is identified as one of the key work programs.
